Step 1
First start out with of course a new doc. I used 400x120(Favorite)
Step 2
Now first decide what your render is going to be. I used this-

Make sure you know what the main colors are. My main Red and black and more red.
Step 3
Get some grunge brushes out and just expirement(Do not paste your render.)
But first make sure they are black.
When you are done it should look something like this-

Step 4
Make a new layer. Make the color of the brushes you main color. and start clicking around the sig. But not to much. Cover most of the sig but not all.
It should look something like this-

Now set that layer to overlay.
Step 5
Do that a couple more times with different colors...

Make a new layer and get your render.
Now keep pasting it untill it is covering the whole canvas-

Step 7
Go to Filters>>Blur>>Gaus Blur And set it to 8 hor and 8 ver.
Then go Filters>>Noise>>Pick and put it to max
now duplicate that layer
Step 8
put the top layer to motion blur
And put the second to top layer to overlay.
Then put the top layer to overlay as well

Step 9(Optional)
Flatten you whole thing. Now duplicate your background and go Blur>>pixelize and put it to 10
Put that layer to overlay

Step 10
Make a new layer and go to edit>>copy visible
Then ctrl-v
And then anchor the layer.
Step 11(Optional)
Go colors>>invert
Then set that layer to overlay
Step 12(Text border render)
Ok well place your text in and then place your render in. Then border. Then you are good.
Final result-
