I Hope This Helps You Guys Out  .
Note:
This can be done in Photoshop or M.S paint as well, just save each frame in paint instead of layers
Step 1:
Draw an eye
Step 2:
Duplicate layer and draw a new curved line about a third of the way down from the top of the eye.
Step 3:
Erase the part of the eye above the new curved line
Step 4:
Duplicate layer again and draw a new curved line about half way down
Step 5:
Erase the part of the eye above the new curved line again
Step 6:
Duplicate layer and draw a new thicker curved line
Step 7:
Erase all remaining remnants of the eye
Step 8:
Duplicate the middle two frames and move them in backwards order to the top and playback until you got them in the right order and save it as an animation.
Step 9:
Open a .Gif program (to change the timing) and make the first frame .78 seconds and the next two .9 seconds
then .78 seconds for the forth one and make the last two .9 seconds... and....
YOUR DONE!!
Note:
Make sure that you beginning layer is a non transparent layer.
