STEP 1:
To begin create you image once you have it to its final look, flaten the image.
For this tutorial I'll be using a comic character I created named "John the butcher"
NOTE!!! -- It is wise to save a XCF file before flattening your images so that you have a layered copy for future needs
Although a layered image is fine I choose to flatten. this keeps me organized and less prone to confusion and mistakes.

STEP 2:
Next use your text tool and type out your text as you would like it to apear when finished.
I recommend using a comic font or any font that is close to hand written manuscript.
Note- if you have a dark background then set the text color to white. we will be changing it to black later.
This is simply to allow us to see the text placment.

STEP 3:
Next create a blank layer and move it below the text layer. Now select the eliptical select tool and draw a bubble around the text.
Make sure to make the bubble large enough that when we outline it later the outline will not touch our text.

STEP 4:
Next select the path tool.
On the path tool options, make sure that the the edit mode is set to "Design".
Draw your bubble pointer as shown.
You can use the path edit options to move the path nodes around if needed.

STEP 5:
Next hold down your shift button while clicking "Create Selection from path"
This option will be available on the path tool options panel.
Set your foreground color to white. then use the bucket tool (set to FG Color Fill) and fill in your talk bubble.

You will end up with something that looks like this...

STEP 6:
Now click image->select->to path.
Then click image->Select->None. To unselect the bubble.
Set your foreground color to black.
Now call your paths dialog (if it is not available, click image->dialogs->paths.)
you will see your bubble path there.select it to make it active. right click it in the list and select stroke path.
Set stroke width to 2.0px. style "solid". This will place a black 2 pixle outline around your bubble.

Now earlier if you had to make the text white (due to dark background) select the text layer in the layers pallet
and duoble click on your text with the text tool. This will recall your text.
In the text tool options set the color to black.
