    Menu -File -Create -from Clipboard.

    Hello!

    I think you work on Windows with an normal User Account. That is good.
    But as an normal User you can't save Files in c:\Program Files folder. That is a Security setting.

    You should save Your GIMP-Brushes in this folder:

    C:\Documents and Settings\YourWindowsUserName\.gimp-2.8\brushes

    In this directory you should also save the plugins, etc..
    There is a separate folder for everything, like script.....
