Whenever i use Motion Blur, Smudge, Dodge or Burn all it does is do it with the confines of the render, ive tried using select-->all but it still does it, can someone give me a clue to whats happening?

At the top-right of the layers dialogue box there is a checkbox. Uncheck it and the problem will be solved.

This probably doesn't answer your problem, but do you have the render layer active? try making another layer active and try it agian.

I have this issue but I don't understand the checkbox part because in my version 2.4.6 (for Windows) I don't see any checkbox. Could anybody please explain what the unchecking of the checkbox does in the old version and how to do this in the 2.4.6 version? Thanks

Is the Preserve transparency check box is also in 2.4.6
