I know this probably sounds really easy and it is. But it's more than just the gimp cloud effect, but it is used to make the clouds.

Step 1: Start a new image with dimensions of 500x400. Make the background color #dbda65 so it looks like this:

Step 2: Create a new transparent layer. Change the color to a dark grey and color so it looks like this:

Step 3: Do a gaussian blur with the settings at 100. It should look like this:

Step 4: Create a new transparent layer and go to Filters > Renders > Clouds > Plasma. Set the turbulence to 1.5. and

Go to Layer > Colors > Desaturate and it should look like this:

Step 5: Set the cloud layer to overlay and you're finished.

It should look somethhing like this:

In case you didn't know, the yellow in the background is supposed to be how the sky looks during a storm.

I think turbulent Solid Noise would make better clouds.

OK. I followed the tutorial the_cheddar and got a nice result. Nice tutorial. :h:

Anyhow, I began manipulating the plasma layer once it was desaturated. I vertically split it and removed the left side, then I duplicated the right side and flipped it horizontally and placed it where I had removed part of the layer image. It produced a very unique result that I ended up calling cloud man:
