I am trying to create a runded border to make signs like the 'Give Way' sign but I don't know where to start with it, I want to make a four sided sign and not three, which I guess will make it a lot easier although if anyone does know how to make a three sided one, that could help others as well as me.

Thanks

This one is easy for a 4 sided sign. Rectangular select, and there's an option in the toolbox for rounded corners.

To make an upside-down equilateral triangle:
  • Position a horizontal guide where the base should be
  • Position three equally spaced vertical guides.
  • Start freehand selection tool
  • Click on intersection of base guide with leftmost vertical
  • Click on intersection of base guide with rightmost vertical
  • Move your mouse towards summit
  • Depress the Control key for constrained angles: the line between the pointer and your previous point is now constrained to a 60° angle. Zoom in for accuracy (Ctrl-mousewheel) and click on the middle vertical guide
  • Strike [enter] to close the selection

Then, two possibilities:
- Edit/Stroke selection with a wide red line (use proper "round" miter in the "line style" options)
- Select/Border and fill.

The "stroke selection" result (slightly cleaner IMHO):

Or:

Make a triangle with sharp corners, blur it by a lot, colors-> levels, play with input levels until corners are round.

That's a cut tool isn’t it, I want to make a border,I cant do a cut within a cut. If there is a way to make a rectangular shape of a thickness of varying thickness, where is it. I am also starting out with a blank canvas, making an image size of 200mm X 50mn then I want a rounded edge (15mm) rectangle with a thickness of 10mm.

I followed your instructions but adapted it to make the four sided one, the only problem I've got is, I cant get the rounded edges right.

[EDIT]
I have also tried to do the triangle with rounded edges but I have got the same result as the rectangle - square edges.
There has to be something that one of us are missing out.

The selection is the middle of the stroked line... if your selection include the whole layer (as it seems to be the case in the screenshot above) the rounded bits are outside the layer and clipped out... You will have a similar problem if, instead of stroking the selection, you do "Select/To path", keep the selection active and Stroke the path: the path stroke is clipped to the selection and the rounded parts don't show since they are outside....

I see what you mean, I need to do it so far in from the edge of the 'paper' border. How do I get a rounded edge on the inside of the line too?

If you use a 20px line, then make your selection 10px inside...

OK, so you start with a 22*7cm selection, .5cm inside the sign borders

This said, since I doubt you print on 22x7 paper, you can use a larger canvas and slightly larger layers.
