The toolbox is reached via "Windows/Toolbox" or Ctrl-B.

"Windows/Dockable dialogs/Tool box options" (sic) is actually "Windows/Dockable dialogs/Tool options" and is a different animal (options for the currently selected tool).

If the Toobox doesn't show, it may be opened at screen coordinates that put it off-screen. Exit Gimp, find your Gimp profile directory (in Vista/Seven: C:\users\your_id\.gimp-2.8) and edit the "sessionrc" file in it. Look for "gimp-toolbox" and see if its position/size look OK, otherwise fix it. You can also erase the "sessionrc" file to make Gimp recreate one and assume default windows positions/contents.

Yeah, ctrl B gets the dialog box back but the bottom half of the dialog box is empty For example if i select brush the botom half does not show options for changing size, etc. I can't find toolbox I just find toolbox options in users folder
At this point if i can't fix it i might just delete gimp then reinstall might be the best way

This is the Tool options dialog, "docked" in the Toolbox. Open the dialog ("Windows/Dockable dialogs/Tool options"), then drag it to the Toolbox window to dock it:

Reinstalling won't fix anything, these problems are all due to profile settings, and Gimp won't overwrite them if you reinstall.

Also, have a look at Edit/Preferences-> Window management. You may ant to disable "Save windows position on exit" so that mistakes aren't made permanent, and if you have a setup that pleases you, just hot the "Save windows positions now".
