I downloaded the Windows version of the Liquid Rescale utility (one of the greats, by the way) to use with my 2.8 update of GIMP, and can't get it to work. When GIMP starts up, the following message appears: "The procedure entry point gimp_drawable_get_thumbnail could not be located in the dynamic link library libgimpui-2.0-0.dll."
Does anyone know how to "cure" this?

first of all, from where you downloaded it?
There is an Version for GIMP 2.8 for Windows that works perfect.

Thanks very much. I downloaded the normal Windows version (gimp-lqr-plugin_0.7.1-liblqr_0.4.1_win32_setup-1.exe) and did not realize that there was a version specifically for 2.8 (gimp-lqr-plugin_0.7.1-liblqr_0.4.1_GIMP2.8_win32_setup.exe) further down the page.
As you said (and your English is just fine), I uninstalled the old one, then installed the new one, and it woks just fine.
