How do I install plug-ins?

This is going to make me look really stupid, but that's not very hard anyway...

So I was trying to install the Focus Blur plug-in (http://registry.gimp.org/node/1444) and I right clicked the link, saved it to my "plug-in" folder in gimp, and reopened GIMP. It wasn't there and I'm not sure what to do. It's a .bz2 file and the tutorials and instructions are for .scm and .py files, so I'm stuck. Please help me?

Also... I just noticed that I have an avatar already that I did not upload myself. How did it get there? My account isn't connected to anything else.

.bz2 is an extension for compressed files. Your usual decompressor (WinZip, WinRar) should handle that.

That .bz files contains source code for compiling.

If you are using windows look further down the page and there are links to pre-compiled versions for 32 or 64 bit windows.

Thanks guys! I couldn't do the decopressor stuff because I couldn't figure it out (I don't have WinRar or WinZip, either) so I just used the other links on the page.
