How do I do this "line" effect?

My friend designs awesome banners, but she won't tell me how to do this effect:

Go to the bucket fill tool and choose pattern fill, select the stripes tool (not stripes fine) and fill in a NEW kayer with the pattern. Set the layer to opacity and your done. As to creating the lines diagonally, though, I have no clue.

If the lines are vertical or horizontal, Filters/Render/Pattern/Grid. If the lines have a 45° slope, likely a diagonal pattern (see the standard "Warning pattern").

well its an ugly effect that you shouldnt use first off

they're called scanlines, i remember i dled a pattern pack for gimp with a bunch of different scanline patterns and some were diagonal.

First you want to open up a new canvas, size 6x6.

Zoom in on this new canvas.

Using the pencil tool and a 1px brush, draw this.

Select all and copy when you are done. Go to your image and make a new layer where you want the lines. Select the Fill tool and choose pattern fill, with your clipboard as your pattern.

Fill your new layer with the pattern. This is Marth with a scanline layer.

Set the layer to Overlay, play with the opacity, do other things to it until it doesn't look bad.
