I am using the development version of GIMP 2.7.2 compiled by Partha. Unfortunately, I have issues installing scripts.

I downloaded them from http://registry.gimp.org, un-zipped those that were zipped and installed them in the following directory:
C:\Program Files\gimp-2.7.2\share\gimp\2.0\scripts.

I then closed GIMP and opened it again, but no new scripts show under layers menu.

Any help will be appreciated.

Explicitly, which scripts have you installed? it will depend on the individual scripts where they will appear in the menus. Most will appear under the filters menu.

as Kevin said
more not all scripts for gimp 2.6 may work on 2.7

most will need some edit to be ported to 2.8 or even 2.7 , you may see in the registry that some author already offer script in 2 versions for 2.6 and 2.7
