Keeping the teams the way they are right now will most likely end up with them all becoming just dead in general, merging teams to make a few big ones would probably improve team activities

Most of the teams have active members, it's the team activities that are inactive so if there becomes like only 3 separate teams i don't see why it wouldn't improve activeness?
