First off you need to find something that you want to look like a hologram, I would suggest using some sort of person. If you would like you may want to get a futuristic looking background as well (we wont beworking with the background).
Once you have found the person you would like to make as a hologram, you will need to cut him/her out so only it is him/her in the picture. Once that is done, put the person on the far right side for this tutorial.
In the same layer, select Layer > Colors > Desaturate and it will turn the person black and white. Now again, slect Layer > Colors > Color Balance, and for the midtones set the Yellow-Blue slider to 60 and press ok. Then duplicate the layer, and on the new layer name it Glow. In the glow layer, select Script-Fu > Alpha To Logo > Alien Glow... Then set the color to a blue (I used b6b7c9) then set the Glow size (I used 150), and press ok. This will creat a new layer called background you will need to select that layer and delete it. Then you will need to move your alien glow layer down under your bottom person layer. Now set the Opacity to 60 for the glow layer.
We will need to make a new image to make a fill, so what we need to do is as follows: File > New. Now we need to make an image that is 1 px wide, and as tall as you would like (I set the hight to 5, this will make the lines 5 px appart). Make the background transparent, and press ok. Zoom way in, and make one line that is 1x1 px at the top of the image I suggest using either black or a gray. Now go File Save as... and save it as "xxx.pat" In windows you need to save it to the patterns. The default location is: C:\\Program Files\\GIMP-2.0\\share\\gimp\\2.0\\patterns if you don't save it there you wont have the pattern to use.
Now in your original file, where your person is you need to slect the person's layer and then go Edit > Fill With Pattern. Set the layer opacity to 60 and the set the mode to addition.
Lets make light that creates the person. First take the rectangle selection tool or press R and make a square from the far left going to the person from the top of their head to either the bottom of the page, or bottom of their feet. Fill that area in with a gradient For the Top color (Forground Color) I used 9698bd and for the bottom color (Background Color) I used b6b7c9. Take the Gradient tool and start at the left and go to the right of the slected area. Now take the change perspective tool or press Shift+P and take the top left and move it down, a little less than half way, then do the same for the bottom left, then anchor the floating image. With that layer still selected go to Filters > Blur > Gaussian Blur... Set the horizantal and vertical to 200 using the blur method IIR the top slection, and press ok. Then ajust the opacity to your liking if nessesary I left it at 100.
And there you go, you have a hologram.
Try setting the hologram source in different areas and see what you like.
