I am new to GIMP. I've completed the 60-something page reference manual. Maybe I missed it, but how do I import a jpg image that I got through a clip art library into my book cover?

Open your book cover image.
File > Open as Layers > browse to your clipart image and open it. It will be in a layer in your book cover image. You may need to move it around and/or move the layer up or down to have it where you want it.
