If I'm making a gif, and I want to change how fast it goes, is there a way to change how many ms each layer is all at once? It takes a long time to manually right click and type in the number of ms, and if I don't like the time I have to do it all over again. I have GAP, but no idea how to use it. Is there a way to make them all 50ms, or 100ms all at once? Like, some kind of filter?

Filters-Animation-Optimize for GIF
New window comes up
Press ctrl+l and then it will say 100 ms
Change it by EDIT LAYER ATTRIBUTES
100 ms=1 second
200 ms=2 second
etc
New window comes up
Press ctrl+l and then it will say 100 ms

Yes, I know that, but you have to do it for every layer, one at time. If you have a gif with, say, 40 frames, it will take forever. I'm asking if there is a way to change the speed for all of them at once.

Cloelola is partially correct. However, there is a script available which might be useful for your purposes. The script is described in this GIMPtalk thread.
