Easy things first: the format you choose to save to depends on a number of things. Very complex textures can generally be saved as JPG without much loss. Very very simple textures can be saved as GIF without much loss. Your best bet is TGA, which stores all the image data but tends to have a large file size.
That is anything but simple. :w: There are a million and one ways to do this. These are just a few.
1. Photographs. Photos of what you're trying to make are very helpful for modeling, texturing, and bump mapping. This is very widely used for making the subtle and complex bump maps required for human skin.
2. Models. This is hard to explain, so here is a tutorial for doing this in 3Ds Max. The idea is that you model in 3D the texture you want to use and render a Z-Buffer pass (also called a depth pass), which basically makes things farther away darker. This Z-Buffer pass can then be used as a bump map.
3. Learn to paint/render your own. Expect this to take a LOOOONG time to learn.
Good luck! :h: (And don't hesitate to experiment!)
