1. First off we need to open a new document (I used 400x110) then open your stock as a new layer and scale it down. If you have extra white areas duplicate the stock and use a bland part or something that goes along with the other part of the stock. (I used the other black side of mine)

2. I then created a new layer and brushed in a fuzzy black on the red line and then did a Gaussian Blur (Filters>Blur>Gaussian) and set it to Grain Merge.

3. Then Apply Image (For some of you who don't know what that is its an Edit>Copy Visible + Edit>Paste). Then I created a new layer over that and used a White Vector Brush (They are at end of tut). After I have done that I used a vine brush on eraser Opacity 100% and erased some of it.

4. Now apply Image and create a new layer on top of it and pull out the sparks brush and brush around. Then on that same layer go to Filters>Map>Displace then set it to Lighten Only.

5. Then I created a new layer and used the path tool and made some white lines at 1px.Then I picked the color of the sparks and then I did an alpha to selection then i duplicated the layer and selected the bottom layer and grew it by 1px and filled it with orange. Then I did select>None and on that same layer I did a gaussian blur default settings.

6. Apply Image, then on a new layer take a white fuzzy brush and brush it somewhere like I did on the microphone. Then Gaussian Blur at 17x17. Now with the same brush go to a good area and brush a bigger circle, and then gaussian blur at 55x55.

7. Now, Apply Image 2 times. Then pick two colors from your tag, mine are yellow and black.Yellow for the glow and sparks, black for the background and his clothes and hair. Now hide the top layer (Click on the eye in the layers box). Then click on the layer below it and run a Gradient Map (Filters>Colors>Map>Gradient Map). Now un-hide the top layer (click on the eye again) and pick some other color like I will choose white and yellow. Then run a Gradient map on it. Now set the top layer at Soft Light and the middle layer on Hue.

8. Now, I know that it looks crappy and its really bright well... we are going to minimize that here. Apply Image and go to Layer>Colors>Desaturate. And set that layer to Value, or what ever you think looks better. Then create a New layer and fill it with black and set it to Soft Light at 52.

9. Apply Image, and go to Filters>Artistic>Soft Glow. And set it to Lighten Only.

Now add your border and text and you are done. My Result again:
