NOTE: A stock with big shapes works best :)

Step 1) New Document(any size)
Posted Image
Step 2) Paste in your stock and resize it if needed
Posted Image
Step 3) Duplicate your stock and run a make seamless filter(Filters>Map>Make Seamless) Set this layer to screen
Posted Image
Step 4) Copy Visable and paste onto a new layer. Then run a small tiles filter(Filters>Map>Small Tiles) Use the default settings. Set the layer to difference
Posted Image
Step 5) Duplicate that last layer(the difference one), and set it to Grain Merge
Posted Image
Step 6) another copy visable layer, this time motion blur it(FIlters>Blur>Motion Blur) Set the angle with the flow, length at 80. Set this layer to Grain Extract
Posted Image
Step 7) Copy Visable layer, run the Edge Filter(Filters>Edge Detect>Edge) Use the default settings, set it to Overlay and erase around the focal
Posted Image
Step 8) Copy Visable again, run a Photocopy filter on it(Filters>Artistic>Photocopy). Use the default settings, and set it to burn. Erase around the focal
Posted Image
Step 9) FInishing touches(border, text, etc..) and your done

I retried, didn't erase on some steps for effect. BTW you need to add an erase on step four so people don't get confused.
Well here's my next attempt (with DBZ chars), seeing as I really wanna make this work:
