I fail to see how saying "make a cool background" enhances anyone's knowledge of The GIMP in any way, shape or form.

Mm, you might want to consider expanding on that step 2. It's one thing to assume people know where tools or filters etc are located, but being so vague is pushing it a bit. How are we making this cool background? You need to expand a bit there at least.

I tried it. Thats my result but you need to be more specific where are the brushes.
I used "sparks" and "vine" not sure if it worked that well though

WOW. Whoever told you to tut this is...wow...
No offense, but that was the most confusing tut I've ever read and I practically HATE the result. It has no depth, and like Fatal Edge says, I can't even figure out step two. I'm sorry, but perhaps next time you should think about doing a bit more in depth with your tuts (and sigs for that matter)
This ends my hard-hitting ranting, thx for reading.

You shouldn't assume that the people who are reading your tutorial know how to make a background; I could have just installed The GIMP for the first time, got to the second step of your tutorial and got extremely confused. How do we make a 'cool' background?

You appear to misunderstand the criticism. OK, we're wanting to learn how to make a background. We get to step 2 and... you tell us to make a cool background. However, that's what we're here for. Telling us to "make a cool background" doesn't help us to make a background, because that is what we are wanting to know.
You appear to be assuming the reader already knows what they are trying to learn, which goes against the whole point of the tutorial.

In that case might I suggest rewriting the beginning to something like this?
Welcome to my third tutorial. This is not a full signature tutorial, nor a full background tutorial. Rather, this is designed to teach your how to add the effects found in the followed example to your signature:
It should clarify what your intention is, and it avoids completely the concept of "make a cool background" as the tut never focuses on that. Instead you would follow up on the above with something like:
OK, let's open the image we wish to add these cool effects to. Here is my image:
