GAP is a separate program that you can download from the "Quick Download GIMP" link in the upper right-hand corner of the page. I believe it's about half way down the page. Once installed, you will then be able to see/use the video menu.
There are other posts on the board that discuss GAP usage/problems, so I would ask that you consult the "search function" to keep us from having to answer the same questions over and over again. However, if you're still having difficulty, please feel free to PM me. Just keep in mind, it may be awhile before I can get back with you as it's guitar playing night!

Have you installed the GAP yet? The GAP (Gimp Animation Plugin) doesn't come standard with the GIMP, you have to download and install it after you have installed the GIMP (you can download it from the SourceForge.net. Once you have it installed, a "Video" menu appears as the right-most menu on the menu bar.
If you have a "Video" menu without an item for "Duplicate Frames" then you will have to provide more information about your setup because I have never heard of a GAP installation not having that available.

Remimber that this is found from the "Image Window / Image / Mode / Indexed..." but youll need a fresh image that doesnt already have dithering.

As with any tutorial I find that personally I miss one or two steps on my first try because I get anxious and skip something un aware that I have done it :c:
I was unable to view the animation at the link, but I belive that there was some dithering in the first, try again and see what happens.
I look forword to seeing your finished work :l:

One more question, if I may: what other techniques to shrink the size. It's 209k. I did the optimize for gif. I changed the resolution to 65pixels. It's a big image (690x105), so maybe a gif of this size can't get under 100k??? Any other techniques to try??

to do this try the following...[*] Tuck a copy away some where.
[*] Open your .gif.
[*] Turn the Gif back to a RGB image {From image window / Image / Mode / RGB}
[*] Turn the Image into a Indexed image {From image window / Image / Mode / Indexed...}
But this time enter a smaller number for the value "Maximum number of colors", Id try
half of the original # or like 200 and then preview the animation, if its ok to the eyes then
"save as test" and view the properties to see if the size has reduced enough, if not delete
that test and start over till you get the colors reduced to the point you can except...
That is the Happy meduim I was referring to... G~Luck! :l:

To get to that step, you go to the Video menu, then Duplicate Frames. If you don't see the Video menu across the top of GIMP, you don't have GAP installed. You'll need to go to the Quick Download GIMP link in the upper right-hand corner of the screen and download/install it separately.
