
I have to thank Curly for FFXI (I think that's what it's called) Sig Tutorial because I used part of that in here! Also note that the details I describe are for this screenshot and may vary for yours. Play with the settings to find the best look.
First off, start with an image of any size. Mine will be 290x124. Make the background black.

Next, find a screen shot of anything you want to put in, but make sure it has some color. I'm going to use this one
from V for Vendetta, cuz I love that movie.Save the screen shot and click file, open as layer, then find your screenshot and double click.

Obviously, it is too big, so use the resize image tool to get the part of the screenshot you want into your signature. After doing so, click layer, then layer to image size. You should get something like this:

Next, duplicate the layer by going to layer, duplicate layer. Make sure you have the new layer selected and go to filter, noise, pick. Set the settings to max and click randomize, then ok.

WITHOUT creating another layer, go to filter, blur, and then gaussion blur. Make sure you can see a paper clip, and crank the settings up to 20 (px). Also make sure you have IIR selected, then hit ok. Then duplicate this layer, and repeat the pick at max settings.

Now you have your background. Next, take the original screenshot layer and put it in between the duplicated pick/blur layers. Select the first layer, and then use the eraser to reveal most of the screen shot. Select this layer and set the mode as Addition.Now we are going to add some blur. Go to filter, blur, motion blur and put the length on 117 and the angle on 216, then hit ok.

After this, we will add some light. First, set the foreground color to white. Then select the gradient tool. Make sure the mode is normal, and the gradient is set as FG to Transparent. Draw a line from the upper left and corner of the screenshot to about midpage, thus producing a lighting effect.

Almost done! Add some text. I'm going to use Visitor TT2 BRK from http://www.dafont.com and put it up in the right hand corner. Now add a border. Go to Script-Fu, Decor, and Add border. Make the color black, and make the first two settings on 1-2. You're done!
