Let's say you have 5 flame layers that are meant to move and 1 separate layer that will remain motionless. Duplicate you motionless layer 4 times (for a total of 5). Now, reorder your layers as follows from top to bottom:
Static layer (I'll refer to the motionless layers as this)
Flames
Static layer
Flames

Static layer
Flames
Static layer
Flames
Now, click on one of you Static layers and go to the Layer menu and choose Merge Down. This will combine your static layer with your flames layer. Go to each one of the static layers and do the same thing. When you are finished, you will have 5 combined layers. Save as an animation.
Umm..when I do that, the image ripples with the flames...What am I doing wrong? O.o (Sometimes it'll just flash in between the frames)
