I followed this tutorial for a while, but changed several things to get this:
Image
However I have forgotten how I made that and annoyingly the product I got while making this tutorial doesn't look anything like so good but it should be possible to make it look not too bad with a few adjustments.
Hope you enjoy it.

Note I used a 1024x768 canvas but I have scaled the images down.

Sky:

First use Filters>Render>Solid Noise...:
Image

You may want to then adjust the contrast a bit, depending on what your image is looking like, here is what I used:
Image

Then use Filters>Light Effects>Lighting Effects...
Image
Image
Image
(all options not shown are at their default values)
Giving something like this:
Image
Because of the way the clouds rendered mine is upside down so I reflected it both ways to get it where I wanted:
Image

Wave:

Make a new layer on top of that one and use Filters>Render:Solid Noise... again:
Image
Then Filters>Distorts>Wind...:
Image
Giving this:
Image
Twirl it using Filters>Distorts>Whirl and Pinch...
Image
You should get something that looks vaugely like a wave:
Image

Use Paths or the lasso tool and clear a wave shape:
Image
At this point duplicate the layer.
Using the top layer colourise the image (Layer>Colours>Colourise...):
Image
Image
Then you are ready to use Filters>Light Effects>Lighting Effects... again, make sure you enable bump mapping and that it bump maps with the current layer:
Image
Image
Image
Your wave should look nice and shiny:
Image

Copy the Background layer (the sky) and place it between the coloured wave andthe grey one, then set the Mode of each layer like below:
Image
Right click on the top sky layer (the one set to Overlay) and click Merge Down:
Image
Then Merge the top layer down (so you only have one Wave layer)

Use the Eraser on the tip of the wave with some grunge brush, you may want to smudge it a little too:
Image
Then create a New layer and use a grunge brush to paint some spray on the crest of the wave (I found that a reasonably light grey worked better than white):
Image

Sun:

You'll probably want to get this in the right position for the lighting of your wave, thats why we've left it 'til last, anyway use Filters>Light Effects>GFlare... to get a good sun:
Image

You're done and with any luck you should have something looking considerably better than this:
Image

I'm not much on the background you've chosen, but the overall wave effect is fabulous! Thanks for providing us with the tutorial. I don't have a chance right now to go through it, but it looks like you've capably covered all the bases. I'll post my results as soon as I get a chance.

Thanks again.

Wow, this looks amazing. I can tell you took your time to figure this out, even if it was based off another tutorial. Really good job, I have to try it later.

I found that if you use a feathered selection for deleting all but the wave and then set a wave layer to dissolve it looks like an ocean spray.

You can also use IWarp for multiple waves.

Good tut thanks!

My end result looks nothing like yours, even when I use the same noise, light effects, and whirl&pinch/wind parameters. It has the right texture, but when I change the layer mode it becomes transparent so that the wave is the color of my sky.

Image

What did I do wrong? Please post every step you did in between the ones you posted.

I did post every step I think. It does look transparent at some points but if you jsut keep going then it will look right again.
The only thing I can see in your pic is that I flipped the sky layer both vertically and horizontally.

Yeah, I didn't pay attention to the sky so much. This happened right after I changed the layer modes. After that it's the spray and Gflare, which shouldn't affect it. Maybe if i have a copied layer of the unbumped wave with the color, etc. and normal layer mode right under it it'll look blue again.

Yeah, I had the same problem. I'm no good with free select, and intelligent scissors didn't work for me. Try using the path tool (calligraphy pen with line). it's a lot easier. To make it into a selection go to Selection>From Path. Then try from there.

Hey, you had my problem too. I solved it by duplicating the wave layer before I applied lighting effects, and then did all the steps, but left the bumpy wave layer with an 'Overlay' mode and put it on top of the duplicated blue wave layer. That made it blue again.

I didn't like the result I got using this tutorial, so I messed around with colors and contrast and got this.

Hmm, looks like a pretty neat effect, looking at the results though I suggest you add some feathering when you lasso the wave outline, right now it's looking far too sharp. It is a wave after all, maybe duplicate the wave layer and gaussian blur, do some noise, then put that underneath the wave layer to give it more of a water feeling with spray coming off.

Just my $0.02.
