I was trying to use the cartoon filter, but found out it put too many black dots while I just wanted to highlight some outlines. So, I came up with my own method:

Go to filters--->Photocopy and select your favorite settings.

Image

Pick the select by color tool and click on any white part. Then, cut the selected area.

Image

Then, use the bucket to fill the remaining parts with black. Make sure you have the "keep transparency" box checked.

Image

Now you just have to merge the outline with the original picture and add your favorite background :w:

cant understand from the starting, should i need to duplicate my original picture first? and how to make image 2 and 3? image 3 are sharp, tried many times still cant, and where can i find this "Pick the select by color tool and click on any white part. Then, cut the selected area." im newbie.. anyone can explain again step by step? thanks..

You need to duplicate the layer your original picture is on. (Layers are a VERY fundamental concept in Gimp. Look at the documentation if you need to understand them better. There is a link off the main gimp.org site) As for select by color, there is an icon in the Main toolbox window, or you can do Select>Select by color. To cut the selected area, do Edit>Cut.
